Delayed fortune at sight

Throughout the last week, the Chairman of the Court of Accounts, one deputy and a district chairman revealed their statements on income and property for the year 2011 on official websites. They got slightly behind with the deadline foreseen by the law (March 1).

Although the deadline for ensuring the transparency of statements on income and property expired on March 1, 2012 (Art.13 of the Law no.1264 from 19.07.2002 on the declaration and control of income and property of state dignitaries, judges, prosecutors, public officials and other ruling persons), some mayors and district chairmen/chairwomen are not aware or do not wish to fulfill this provision of the law. “I sent this statement to Chisinau two months ago, but I was not aware of the obligation to publish it on the website of Orhei District Council...”, the chairman of Orhei district, Ion Ştefîrţa, confessed. The mayor of Şoldăneşti town, Alexandru Tinică, says he has been acting as mayor since 2007 but it is the first time when he finds out about the obligation to make public his statement on fortune. “I do not regard this as a prerogative of the mayor. My basic task is to make the locality grow and develop. If I have to show everyone my salary as mayor, I will tell my secretary to post this statement, because I have completed it in January”, Şoldăneşti mayor declares.

According to Art. 7 of the Law no.1264 from 19.07.2002, the statement on income and property shall be made on person’s own responsibility and comprise information and data about own income and goods, common goods and income and those belonging to wife(husband), as well as those belonging to infant children and persons that are under the guardianship of the statement’s subscriber.

Till present, 131 dignitaries and, including 97 out of the 101 M.P.s (except for the deputies Veronica Abramciuc, Raisa Apolschii, Valeriu Guma, Valeriu Nemerenco) and all 21 members of the Cabinet. The complete list can be found on API’s website:

So far, 159 public officials revealed their statements on income and property for the year 2011 on official websites. The persons reluctant to publish their statements for 2011 are three deputies of the Parliament of R. Moldova (Veronica Abramciuc, Raisa Apolschii, Valeriu Guma) and the absolute majority of district and village mayors and district chairmen.

The campaign “Fortune at sight” is implemented by the Association of Independent Press (API) and Anti-Corruption Alliance (AAC) in the view of promoting the observance of Law no. 1264 from 19.07.2002 on the declaration and control of income and property of state dignitaries, judges, prosecutors, public officials and some ruling persons.
