Monitorings

There are two important laws – Law on the free access to information and Law on transparency in the decision making process, – which set favourable conditions for the public information, consultation and participation in the decision making process. To what extent are the provisions of these laws observed, laws which are aimed to increase the country’s democracy level? What is the attitude of the public authorities/institutions towards the requests of access to information? How are various forms and methods of civic participation implemented? How do the representatives of the local public administration and of the civil society perceive various aspects of access to information and transparency in the decision making process?

In the period of March – June this year the Centre „Acces-info” conducted the monitoring of enforcement of these laws in the light of the proposed objectives.

The following entities were monitored:  Parliament,  Presidency and the Government, 16 ministries, 13 central public authorities,  8  central institutions and organizations,  34 municipal/raional councils, 31 mayoralties from raional centres,  838  mayoralties from municipalities /cities/towns/villages.

In August 2010 “Acces-Info” has launched its first monitoring report, under the heading: "Access to information and transparency in the decision making process: attitudes, perceptions, trends."
